Vault 511 - Wasteland Collective Mandate

1. Mandate Overview

Vault 511 - Wasteland Collective is a not-for-profit organisation established to empower, unite, and support the Fallout cosplay and creative community across Australia and New Zealand, while raising funds and awareness for Cure Cancer Australia and the Cancer Society of New Zealand.


Our mandate defines the organisation’s scope of operations, governance responsibilities, ethical obligations, and long-term objectives. It serves as the guiding framework for all decisions, partnerships, and initiatives undertaken under the Vault 511 - Wasteland Collective name.

2. Mandated Purpose

Vault 511 - Wasteland Collective Exists to:


  1. Champion Creativity: Encourage and facilitate the creation of high-quality cosplay, props, art, and storytelling inspired by the Fallout universe.
  2. Foster Community: Build a safe, inclusive, and collaborative environment for artists, builders, and fans across the region.
  3. Drive Charitable Action: Directly support Cure Cancer Australia through dedicated fundraising, advocacy, and awareness campaigns.
  4. Preserve Integrity: Uphold ethical standards, transparency, and accountability in all organisational activities.


Promote Education & Collaboration: Provide mentorship, learning opportunities, and cross-disciplinary cooperation between makers, performers, and creative technologists.

3. Scope of Authority

Vault 511 - Wasteland Collective is Authorised to:


  • Operate as an incorporated not-for-profit entity in Australia with registered chapters in New Zealand.
  • Enter into partnerships, sponsorships, and collaborations aligned with its mission.
  • Organise and host public or private events, workshops, and exhibitions.
  • Conduct fundraising activities in compliance with state and federal charitable regulations.
  • Develop, distribute, and sell creative merchandise with a fixed charitable contribution.
  • Represent the Fallout cosplay and prop-making community in national and regional conventions, media, and advocacy forums.

4. Operational Principles

Vault 511 - Wasteland Collective Shall:


  • Ensure that no less than 50% of all net proceeds from official fundraising campaigns are donated to Cure Cancer Australia. 100% of all donations that are donate through the Cure Cancer Australia fundraising page remain with Cure Cancer Australia.
  • Guarantee that all member contributions (monetary or voluntary) are used solely to advance community or charitable objectives.
  • Maintain a strict conflict-of-interest policy, ensuring that leadership decisions remain impartial and benefit the community at large.
  • Adhere to all applicable privacy, safety, and copyright laws, particularly those pertaining to fan works and franchise representation.
  • Operate transparently, publishing annual impact and financial reports accessible to the members.

5. Governance Structure

  • Executive Committee: Oversees strategy, compliance, and financial integrity.
  • Creative Council: Represents community interests and artistic development initiatives.
  • Charity Liaison: Manages relationships and compliance with Cure Cancer Australia.
  • Regional Coordinators: Facilitate events and engagement across Australian states and New Zealand regions.
  • Advisory Panel: Provides subject-matter expertise on creative, ethical, and operational matters.

6. Accountability & Reporting

  • Vault 511 - Wasteland Collective shall submit annual governance reports including fundraising outcomes, community engagement metrics, and charitable disbursements.
  • Independent audits will be conducted as required under relevant not-for-profit legislation.
  • All major decisions, policy changes, and partnerships shall be documented and subject to member review by the Executive Committee.

7. Mandate Duration & Review

This mandate shall remain in effect indefinitely and reviewed every three years by the Executive Committee and member representatives to ensure relevance, compliance, and effectiveness.


Amendments may be approved through a two-thirds majority vote at an official meeting of the Executive Committee.
